EF Protocol Cluster Hegotá Tier List
The EF Protocol Cluster ranked 62 Hegotá EIPs, designating FOCIL and Frame Transactions as headliners.
The Ethereum Foundation's Protocol Cluster published its first unified priorities list of all 62 EIPs proposed for the upcoming Hegotá upgrade. The list aggregates 397 rankings from 60 researchers and engineers across nine teams. The cluster designated EIP-7805 (FOCIL) and EIP-8141 (Frame Transactions) as must-ship S-tier headliners that define the fork's scope.
The team's high-priority A-tier selections include EIP-8250 Keyed Nonces and EIP-8272 Recent Roots, EIP-7906 post-transaction state assertions, EIP-8025 zkEVM integration, EIP-8369 VOPS profiles for censorship resistance, and an initial set of post-quantum migration primitives. In total, 28 proposals were declined for inclusion, including contested staking and issuance changes such as EIP-8363 and EIP-8142 block-in-blobs. The Protocol Cluster will host a Reddit AMA on r/ethereum on September 16 at 2:00 PM UTC to discuss the tier rankings and upgrade roadmap.
