The Ethereum Foundation Global Policy Strategy team published a non-technical report titled "Ethereum Basics for Governments and Institutions" to guide public sector and enterprise leaders. The primer addresses the growing systemic risks of centralized digital infrastructure by outlining Ethereum as a credibly neutral, ownerless digital public utility. The report uses data from OpenZeppelin's Technical Risk Assessment to evaluate various layer-one blockchains across key indicators of reliability, security, client diversity, and ecosystem maturity. According to the report, Ethereum stands out as the most reliable smart contract platform, maintaining uninterrupted uptime since its 2015 launch. On economic security, the report highlights that attacking Ethereum is prohibitively expensive because it is secured by $76 billion in staked ETH, and a coordinated attack would cost over $50 billion, backed by automatic onchain slashing penalties. The guide also emphasizes Ethereum's unmatched software diversity and decentralization. The network runs five independent client implementations, ensuring that single codebase vulnerabilities cannot take down the entire system.
