Core devs confirm Frame Transactions for Hegotá, Coinbase partners with Moov, and Payy unveils stablecoin chargebacks.

Frame Transactions Hegotá Headliner

Ethereum core developers confirmed Frame Transactions (EIP-8141) as a headliner for the Hegotá hardfork. Frame Transactions joins Fork-Choice Enforced Inclusion Lists (EIP-7805) as the first EIPs Scheduled For Inclusion in Hegotá, the next upgrade following Glamsterdam. Out of 62 total EIPs evaluated for the fork, client teams moved 14 proposals to Declined for Inclusion (DFI) during this week's call.

The rejected proposals include account delegation instructions (EIP-7819 and EIP-7851), private transfers (EIP-8182), checked arithmetic opcodes (EIP-8219), EVMification of precompiles (EIP-8200), and SSZ execution blocks (EIP-7807), which developers set aside due to high blast radius relative to near-term benefit. Decisions on several other EIPs were deferred to upcoming calls to collect further input.

Coinbase Partners With Moov

Coinbase announced a partnership with payments platform Moov to deliver stablecoin payment acceptance, settlement, and real-time funding to Moov's network of more than 1,000 community banks and credit unions across the United States. The integration embeds stablecoin rails directly into the core banking and payment processing stacks institutions already operate.

Moov is integrating Coinbase Developer Platform Custodial Wallet accounts and Payments APIs to manage custody and orchestrate payment flows. The platform supports consumer payments, merchant acceptance, merchant settlement, and payouts, with business transactions using Coinbase custodial accounts. Moov connects digital asset capabilities to its existing processing engine for card acquiring, card issuing, and domestic payment rails.

Payy Introduces Finality Chargebacks

Payy introduced Finality, a chargeback and dispute resolution protocol designed to handle commercial payment disputes for stablecoins without reversing underlying onchain transactions. Under the model, senders choose a short clawback window when initiating a transfer, while recipients receive immediate settlement fronted by liquidity providers. If a dispute or fraudulent transaction occurs, the sender submits claim evidence to a neutral arbitrator.

Approved clawbacks reimburse the sender directly from pooled liquidity, preserving transaction finality on the base ledger while offering dispute resolution. Payy is a privacy-focused Layer 2 on Ethereum, running confidential ERC-20 transfers by default through native privacy pools and zero-knowledge precompiles.
