The solution enables ballots to remain encrypted while aggregated results can be independently verified by anyone, with no special access required. The system builds on Shutter's existing vote encryption solution for the Snapshot offchain governance voting protocol. Shutter's design only needs to produce an accurate final count, not run arbitrary computation on ballots. The system is open-source can be layered onto existing voting infrastructure rather and scales from small staff council votes to elections with millions of voters. Shutter Governance is open for institutions interested in piloting the voting mechanism.
