# Validators Can Vote On EIP-8363 > Validators can signal approval or disapproval for EIP-8363 on the EVA Hub. The Ethereum issuance debate continues. You can follow discussions on this week's All Core Devs Call #184, taking place August 6 at 14:00 UTC. EIP-8363 "Tapered Issuance Burn" will be presented and proposed for inclusion by Jerome de Tychey. Validators Can Vote On EIP-8363 The Ethereum Validators Association (EVA), a platform for validator coordination, listed EIP-8363 on the EVA Hub, allowing Ethereum validators to signal their support or disapproval of the proposal. EIP-8363 is the Tapered Issuance Burn proposal that reduces ETH issuance by burning a portion of validator rewards. The proposal seeks to taper issuance linearly to 0% once 50% of all ETH is staked. The EVA hub orders proposal feedback by validator stake-weight, allowing validators with a real stake to voice their opinions on Ethereum proposals. The EVA hub is managed by the Ethereum Community Foundation (ECF). Voting is open to any node operator with at least one active validator. Who Decides EIPs In Ethereum Upgrades? Amid the issuance debate and opinions from a variety of Ethereum stakeholders, I started wondering how an EIP gets included into a upgrade. Who decides? EIP-7723 outlines the Ethereum upgrade process. It says "a decision is made by client teams to move an EIP to Considered for Inclusion." This means that client teams ultimately decide what changes get shipped in an Ethereum upgrade. Anyone can propose an EIP for inclusion. For it to be included, the EIP needs to get support from client teams. More specifically, it needs minimal opposition to progress through the inclusion process. An EIP tends to move forward when there's no strong objection from major client teams. Ethereum doesn't use an explicit vote count, but rather rough consensus among clients. A client is the software used by Ethereum nodes and validators. There are about 10 client teams in total. The Attester Stake Cap Yesterday, in a tweet reply, I said that issuance wasn't in the original Ethereum strawmap, the long-term roadmap for Ethereum. I was wrong. Today, I got a DM from Justin Drake to look at the attester stake cap. The attester stake cap aims to limit the total amount of staked ETH supply that can actively participate in consensus. The attester stake cap is set by adjusting issuance. This limit seems to be related to future upgrades for limiting the number of attesters, a change needed to shorten epochs. Justin Drake is one of the authors of EIP-8363. He does acknowledge that changing the issuance does change the economics for Ethereum staking. One thing I learned is this change impacts every stakeholder, which is why it is contentious. Most EIPs, such as MaxEB, do not impact everyone directly. It's up to each stakeholder to adopt it. There are many arguments for and against changing issuance. There are various end goals and various consequences. Uniswap Pools Trade Launchpad Uniswap launched pools.trade, a new token launchpad for deploying memecoins on Robinhood Chain. Pools deployed on the launchpad take a 25 basis point LP fee that autocompounds into permanent pool liquidity on Uniswap v4. Token creators can also choose to take 5 basis points from the LP fee, with the rest autocompounding. There are two options for launching a token, a Crowd Launch, which features TWAP bids over a 4 hour window, or Instant Launch, which is live immediately with purchases made along a bonding curve. All tokens on the launchpad have a fixed supply of 1 billion and become discoverable across the Uniswap web app, wallet, and API.
