Shutter And Primev Build Threshold-Encrypted Mempool
The FastRPC service combines Shutter threshold encryption with Primev’s mev-commit, with a mainnet launch originally targeted for late 2025 or early 2026.

Shutter Network and Primev are developing a threshold-encrypted mempool for Ethereum’s proposer-builder supply chain, aiming to limit front-running, sandwich attacks, and transaction censorship. The design combines Shutter’s threshold encryption with Primev’s mev-commit infrastructure, so transaction contents remain hidden until builders have committed to an execution order.
Shutter’s encryption distributes decryption authority among multiple Keypers. Primev’s mev-commit adds economic enforcement: builders make commitments while transactions are encrypted, with slashable stake backing those commitments. An oracle checks inclusion and can penalize builders that break their commitments.
Users would access the service through a separate FastRPC endpoint hosted by Primev, configured as a custom RPC in their wallets. At launch, the RPC provider can still see transactions briefly before encrypting them. Shutter’s announcement described later Kohaku or dApp integration as a way to address that exposure.
